Rahul, there is no specific reason people don't like to rent in Decatur.  Madison is close to Decatur and has more jobs with a higher wage and the rents are a lot higher.  Like any town there are nicer areas than others.  Decatur makes sense with the right property.

Derek, I only have one rental house and it is in Decatur.  The houses don't seem to rent for as much as in the Huntsville area and the prices tend to be higher than some areas of Huntsville (my opinion).  My opinion is that there are areas in any town that I would avoid buying.   Hope this is some help.
