I agree with Jonathan...get in there and get it all done.  Rewiring might take 2-3 days.  Paint would probably take 3-4 days for a 2-bedroom.  Depending on the other components that need to be fixed/renovated, you could potentially get someone in there by December 1.  And, you could preface the new lease with the caveat that some renovations still need to be done and could be done while tenant in place.  Start lining up your professionals to do the work.

Hi Mike.  We had this problem at our rental.  We bought a product at HomeDepot (I forget the name) and we DIY'd the cleanup.  There are quite a few products on the market that can help with this, but you'll probably have to do a little research.  The one we used came in a bag, and we poured it on the stains and let it sit.  I'm not sure any of this will work now since the professional cleaning, but worth a shot.

Like Henry suggested, get some sheets of plywood or those metal oil catchers.  

Not sure you can evict for this.  I'm from California; it's tough to evict.

I just started using FurnishedFinder for my MTR.  They are tied in with Keycheck, who can run the credit checks, etc for the applicant.  With Keycheck, you can also create a lease, for a fee.  Rent and deposit payments can be run thru Stripe.  All these platforms are connected, and, so far, the process seems pretty straightforward.  

And, yes, you need a lease for a 3-month stay.

Sarah Weaver wrote an informative book called "30-Day Stay" in conjunction with Bigger Pockets.  That book has been a great resource for me to get my MTR up and running.  Sarah is on Instagram too...a good follow.
