Shouldn't you be asking your attorney?

The tenant will not vacate. The Housing Justice Project already told her only a Sheriff can remove her. So, being the great tenant she is, and a victim of an evil landlord, she'll stay as long as she can, until forced. The Housing Justice Project is done with all of you. They're probably moving on to the next batch of poor victims of evil landlords.

In the state of Washington no one gets thrown out without a judge order. Ask your attorney to get a hearing the day after 4/30 ( it'll take some time, but you'll be granted eviction), get the signed order from the Judge, give the order to the Sheriff, Sheriff will throw the bum out. 

Do not modify your exit date. Don't talk to the tenant. You have an agreement. Use it legally in court. Get it all on record.

Wait six months for her to get established, then hire someone to find the rock she's hiding under. Sue her for your damages, costs, fees, etc.  Get a judgement that will follow her forever. Garnish her wages. Get it recorded. This time, if she wants an attorney, she'll have to pay for one.
