Applicant 1 - single, 1 dog, no kids, average rent tenure 10 months
Applicant 2 - couple, no pets, no kids, average rent tenure 2+ years

We have multiple qualified applicants. Is it legal to give the rental to the one with longer rental tenures vs someone who submitted an application before then
