Here's an update. I was able to speak to an attorney who informed me that the CA Tenant Protection Act of 2019 (AB 1482) prevents me from not renewing the lease unless I have cause to do so. Alongside that, even if I did have cause, the current LA City eviction moratorium rules would nullify any at-fault causes. Basically, my hands are tied. The attorney encouraged me to work with the tenant and offer cash-for-keys or something else. 

When I called to speak to the tenants (a couple), I learned that they had broken up and the woman and her son is living at the place and the man is not. He wants to get off of the lease and wants her to move out so he isn't financially responsible any longer, and she does not want to move out. I've always had a better relationship with him than her anyways. Would love thoughts on how I can woo her out of the property or leverage his desire for her to move out. I'm willing to help them relocate with $$, but this new situation confuses me. Any thoughts on how to work with them without butting into their personal stuff?

 Thank you all for your input. An attorney in my city was going to be my next move. All of your responses have helped me understand what I need to ask an attorney. I will definitely look into the CAA and the attorney hotline you mentioned.

I'm grateful for you all since it seems there are a lot of tenant resources online, but very few landlord resources in my location.

I have a lease that ends 4/30 and I am not planning on renewing. I have already submitted my 60-day notice to the tenants and am already being told by them that I can’t evict them due to the state, county, city moratoriums.

I’ve spent a lot of time googling the various rules and tenant laws in my area and am pretty confused. Is the 60-day notice all I need? Can they legally stay? Do I have to give reasons for why I am not renewing? Would love thoughts from others who experience the same tenant-friendly laws in the LA area.
