Thanks for the help.  The previous owner is willing to compensate me for the security deposit, but I see this a seller concession and that the tenant would not be entitled to this "security deposit" seller concession and that the tenant would still have to rebuild the security deposit.  What do you all think?

The tenants are on active leases through mid-2018.

I am closing on my first duplex on Monday and it comes with two inherited tenants.  The previous landlord required security deposits, but his lease allowed him to deduct late rent, late fees and unpaid utilities from the security deposit.  One tenant depleted her deposit. Can I a send her a letter ask her to rebuild her deposit in payments?
