With the VA loan you can only purchase up to a quadplex with you residing in one of the 4 units. It has to be move in ready, but there are exceptions for minor updates like energy efficiency updates. This is why some home listings don't have major kitchen appliances. They don't want to deal with FHA/VA buyers.

A good rule of thumb is to set aside 50% of rent for taxes, management, repairs and vacancies. Since you are managing the property yourself you can lower it to 40%. The rest of the rent is meant for mortgage and cash flow. If you apply those numbers to your situation then you are probably in the red. What this really means is that you should assume you need to save all your cash flow for maintenance, repairs, and taxes.

I'm guessing you would have bee guy #3 and left holding an overpriced piece of Real Estate. It sounds like a scam to me.
