I would hope you can pick your roommate and not have the government decide for you. But I don't know ca laws. good luck

how is your credit? Getting financing might be hard and definitely expensive. I would do the first 2 on your list and build from there. 

Once you can slow you know what you are doing, then ask friends and family to partner with you

Welcome. If you want to"retire" in ten years, you should create a business plan and put it on paper. You will continue to change and update it regularly but it is a start. And ask questions. Have you talked to any lenders?

 Everything Aaron Said. They are speed to act as the landlord. If you live close by and have the time, then you shouldn't need one

depends on the county. But you may need to start by getting an applicant first and then they do the inspections. 

I like it because the rent is paid by the government. But you are dealing with the government

create a business plan to show you know what you are talking about. Then convince friends and family to invest

Michael is correct.  You only had this property for a short period of time.  When you got this property, how much were you expecting and what changed? 

Don't get me wrong, out of state investing is good and so is cutting your losses.  But first you need to find out what happened with this deal and what you learned from it.

I'm sure you know your business better than we do, but the question is why is there only 3 of the 8 units currently occupied?  Is there something wrong w/ the owner or the property? I see too many times where investors treat bad properties like many women treat bad men.  They can "fix" them.

BTW, I LOVE Section 8.  I know the rent is going to be paid and if they do something wrong, they loose their voucher which is more valuable to them than it is to anyone.
