Talk to an attorney. Cash for keys may be the best or only option. There may also be local eviction moratoriums due to covid.
Were you represented by an agent in the transaction? If yes, your agent can help you with the "cash for keys" agreement. Otherwise, you will need to use an attorney to draft that.
Also definitely a good idea to join a local landlord association as previously suggested.

The different markets around LA all have pros and cons as far as flipping vs renting. Renting from a regulatory perspective is more difficult in Los Angeles county, but the price point might mean a higher profit for flips. Knowing what your goals are is the best way to start analyzing.
