I've noticed that CO has a lot of net outbound migration for the first time in a few decades. I bet that a lot of millennials are moving back to their roots (Midwest, East Coast, South, etc.), and for that reason I wonder if a market like Cleveland doesn't currently offer not only great cash flow opportunities but also reasonable appreciation potential.

We've been investing in the Cleveland real estate market since 1995.  A lot has changed since then but a lot has stayed the same.  Depending on your investment strategy and how much time you have to dedicate to this industry, you can generate a significant return on your investment of time and capital.  There are always opportunities.  Best of luck to you!

Welcome back! If possible, consider house hacking in Cleveland. It's a good way to scale quickly with the equity you're bringing. 

welcome to the forums and welcome back from Colorado! two great strategies and looking at multiple markets. the two fastest growing counties in the past 12 months are in central ohio along with another 3-4. Cleveland hasn't seen the same migration patterns. parts of Cincinnati have but central ohio / columbus rules the world when it comes to stats. source below:
