I'm from Philadelphia and actively wholesale in the area and it is a city of neighborhoods. With quit a few areas undergoing serious revitalization. What was a warzone last year is now teaming with construction.

Its in fair shape its going to need an updated kitchen and bathroom as well as carpeting(if that's what you want to use)

Philadelphia is a city  of neighborhoods and rents can literally jump $100s of dollars block to block. This particular property is in a low end neighborhood (Tioga) where property value is pretty low but cap rates are high. This isn't an area where you would have to spend a lot of money on hard wood floors or granite countertops to make it appealing.
