Good questions.  My experience is with Section 8 housing, both senior and multifamily.  I've managed sites all throughout Montgomery County.  Because of this, and my limited start up cash, I think starting with a lease-option property would be my best bet, assuming I can find a deal that works.

Ideally I'd like to stay as close to my home in Montgomery County as possible, though I hear Pottstown and Norristown aren't very kind to landlords.  I'd be willing to extend my search to Northwest Philly and potentially Bucks and Chester counties.
