Seems like you only touched the surface with the tree convo. So many more things to find answers to regarding site development. Not an exhaustive list:

- how are you providing water? How deep do you need to dig for a well?

- how are you handling sewage?

- are the soils ok? If not you may need to use alternative foundations and septic. Are alt septics allowed?

- does the zoning allow for multiple homes on one lot?

- what kind of existing slope/grade? Will you need to move a lot of dirt?

- what does it cost to build? I’m a huge proponent of prefab but sometimes it doesn’t make sense. Some of the answers to the questions above can help inform your prefab decision.

Can you share the zoning code language?  The language you're using about the property is fairly vague, however the keys to the answer is found in the specific code.  Also, I wouldn't trust the 60 days!

Couple of questions:

1. Where are you getting your costs from?  
2. Why not get your GC license? In NC its a simple test, 2 letters of rec and you need very little in assets.
3. Have you consulted with an architect and/or structural engineer?
4. Have you ever built a small house?
