@Ron S. If you're an investor of any kind than you know it involves risk. This is a tried and true strategy that I use often. Your analysis would obviously involve rental income that exceeds the debt service. This is simply a cashflow play. If i'm bringing in $400 in positive cash flow than I'm able to recoup my initial investment of $9K in under 24 months. Thats a no brainer! 

You described a very stark outlook that could be true for virtually any investment in any sector/market anywhere. Tenant stops making payments... Ok... If there was only a way to mitigate your risks. Find qualified tenants.

If its not your thing, its not your thing. "When do you start to make the payments 30 days late"  how does one even respond to a questions like that lol.

@Cyrus Dixon Its possible to buy subject to the existing debt with the $9K reinstatement and rent it. This would all depend on the mortgage payment and rental rates in the area. Also, because the mortgage stays in his/her name their credit profile improves as you make the payment each and every month.
