Question on wholesaling a deal -- when analyzing my wholesale deal for this single family which is converted to a two family (not registered with the town as a two family), I used single family comps but if I am wholesaling to a flipper who will flip it to a two family shouldn't use multi - family  comps?

Hi!! 
I’m a new investor currently  looking to buy a house that is a one family but the previous owner converted it into a two family so his mother could live downstairs.  The first floor needs some updating but the upstairs needs to be gutted because they had a roof leak years ago.  So my question , do I have to file an application with zoning for it to pass inspection bc the owners never filed anything pertaining to converting it or will it pass and be  grandfathered in as a two family? 

Maybe your water meter has to be replaced.... We rent my step father's house and one day he received a water bill for $1000. He thought we had a water leak somewhere in the house.  He freaked out and called the water company, it turned out that the water meter was broken and the water company had to replace it at no cost to us.
