From Zillow estimates and surrounding home prices

Owner bought home a couple of months back for 116,000 but value is 270,000 and I offered 225,000 did I offer too high?

I am on the verge of buying my first rental property, I am 18 years old and was wondering if I could get any feedback on how to get a tenant quickly and what steps to go through when finding a tenant. Such as a proper system to get a credit report on the potential tenant, how much to charge for the application fee, and how to make sure I have the right person moving into the condo.
