To piggyback on Mark's comment above, Madison has sustained population growth and stable economic drivers. Madison is anchored by UW healthcare industry and state government and those drivers are not going anywhere. During the recession, the unemployment was at 6% with the national average being 10%, so even during downturn it showed resilience. I also agree that Milwaukee holds promise depending on what your REI goals are.
