I have had several companies come out and give bids to install a drain tile system to fix leaking at the cove along the front wall of my basement.  One of them says I need to do the entire perimeter of the basement but the others only suggested doing the front wall and along the side leading to the sump pump. I would like to choose the company who wants to do the whole perimeter because they can do the egress window that I need as well and they warrantee any water in the entire basement. But it is a little over my budget compared with companies who would do a smaller Area and therefore charge less for the drain tile.

Is it recommended or necessary to do the whole perimeter of the basement with the drain tile? Or only along the areas where water is coming in?

We are rehabbing our primary residence in hopes of increasing our equity to get rid of our mortgage insurance. Bought the house last August and rehabbed the main floor - new floors, new kitchen, paint and trim throughout.  We have a limited budget and are considering the following, and would like advice on what to prioritize to increase home value: 1) finish the basement and build a third BR and possibly kitchenette down there; 2) fix retaining walls and landscaping; 3) replace manual garage door with automatic one; 4) redo deck and add stairs to it, and possibly increase deck size.
