There is a ton of information here on Bigger Pockets that answers this question.  

Almost anything you do is going to require you have something in the game....  Money, a deal, a relationship, etc.  

Read on here, join your local REIAs, read books, get out there and start meeting people to build relationships.

Buy the book on investing with no and low money down.  It has lots of good information on answering this question.

Most importantly, take massive daily action to do something to move you towards your goals.

Do your due diligence.

Walk through with your contractor and put together the numbers.  Make sure you buy it cheap enough to fix the issues including the foundation issues. 

Contact the city and then your insurance about the other homes on the property.

@Tony B. sounds like what is missing in this post are the numbers.   While demographics and everything play a key role it is pointless if the numbers do not work.
