What is the best and most efficient way to determine arv when trying to wholesale rehab properties to investors

I’m just curious to know are trulia and other housing apps good resources to use for wholesaling strategies

I have a potential seller that has agreed to show me the property he wants to sell. What are the best and most important questions I can ask him when we do the walk through of property? We have talked a little over phone and I feel I have already done a little rapport during that time but just want to make sure I ask all and most vital questions.

How can you wholesale a house that is in a different state ? Does same rules apply ???

What is the process in trying to obtain a forclosure for wholesaling can the can the person being foreclosed on sell before foreclose, if so can they do it at a different price than posted before they get foreclosed on ?
