I renovated a below grade apartment unit of a property I own in MA, last year. The bedroom had no windows. Although the current building code requires an egress window, the building inspector acknowledged the unit was grandfathered. We added another interior doorway on an adjacent wall for safety purposes, at the "suggestion" of the inspector. This approach was dramatically less expensive than installing an egress window within the granite foundation.

I see that comment regarding below market rents often. Most of the time, the property condition is less than ideal as well. Older kitchens and baths, etc. To get to market rates, upgrades are usually required.
