Quote from @Curtis Mears:

If you are not sure who was responsible, I do not think you can charge anyone. Definitely let all tenants know this is unacceptable.

 Thank you Curtis

Thank you all for the perspective. And I agree, terrible waste of a delicious dish!

Thanks for the reply Alex and allowing me to step back to see how funny and ridiculous this is.

I'm really looking to see what systems or protocols others have in place in similar situations where tenants cause damage and responsibility can't be determined.

These tenants have been in place for some time and I'm not looking to replace them.

One of the tenants in my duplex poured a tray of lasagna down the toilet resulting in sewage backup and $450 worth of remediation. Impossible to determine which unit is responsible and both deny they did this. Do I take the loss? Ask them both to reimburse me? Let both units know this will come out of their security deposits and they will have to replenish them? Appreciate the group's input if they have experience with tenant damage and unable to determine which unit is the offender.

Hi Josette. What are the specs of the house and where in SI is it located?

Millions were spent constructing a flood wall and levee system. This is still no match for another major storm event like Sandy. Life long Staten Islander; never saw anything like that.
