@Andy Chen is your property in SD? If so I don't think it's under rent control, there should be no problem adding a water addendum. It would be more helpful to me to see what your lease said exactly about the utility. If you are under RSO, then water fee is considered as rent increase. 

@Jeffery Pete we know with the memorandum there is not much landlords can do now with lease violation. I own 40 units in LA and what I have done in the past with situation like this is to add a lease addendum for pet and charge them. In my experience, all of them are willing to pay a monthly pet fee (I only charge $45 per pet) but I actually haven't done pet security deposit but I don't think it's a bad idea to do both. 

Hi @Adrian Dominguez, I own 40 units in LA and 75% of my tenants have Section 8 vouchers. I actually just did a talk on this topic this week about pros and cons of Section 8 (I can email you my lecture on the topic if you'd like). With the LA memorandum, having Section 8 tenants really give you a competitive advantage because your cash tenant can pretty much stop paying on day one and it's impossible to evict them (trust me I have an in house attorney). Would love to talk more if you are interested in finding Section 8 tenants or those with housing subsidy voucher. Let me know.

@Andy Chen Is your property under rent control? I own over 40 units in LA and most are under rent control, now there is really no way for landlord to do much with lease violation (and trust me we have in house attorney). What I would suggest you do in the future is to when you renew the lease you can add water fee addendum or explore company like Livable to do your water bill.
