Thank you Blair and Sue, for those great information. Although there is two separate  address and apn # but there is only one name for the complex, which means that if I have two different name for each address, I may be able to get away with not needing a on site manager. I was able to get a good advise from a local real estate attorney but with that said, I will continue doing more research before deciding.  Thank you again.

Thx for the reply Matt, I was actually wanting to know if the rule for 16 unit or more apartment complex that requires an on site manager apply to having these two factors. thx

I am looking at an 18 unit apartment complex that has two address and two APN #.  My thoughts on this is that, the 16 unit or more rule does not apply base on these two factors. Please advise if anyone had a chance to review the law about this and where can I find it. Thank you
