Just sell it already, house will never rent for what you want. But hey maybe you enjoy wasting money on a house you’ve never seen in person.
Yes, just because you will be seeking a tenant does not mean you shouldn't spruce up the place as if you are going to sell it.
If you decide to place on the market in a year or two upgrades will already be completed. I am confident you would be able to receive $1400 a month with tasteful updates.
Bagley is a very hot sought after area in the city. So finding a tenant for $1400 per month will be breeze. Again never spare expensive just because it's a rental.

Good luck with everything. You may be able to receive $1400 a month depending on upgrades. I would definitely attempt to get the most on my return. Refresh Exterior landscaping, remodeled bathrooms and kitchens is what will get you the most on your investment. Remove overgrown shrubs and start with a clean slate. I wouldn't spare any expensive on quality. Just incase you place it on the market in the future.

Being a landlord in the City of Detroit will be changing. The City of Detroit is really enforcing more strict rules in regards to the up keep of a property. You have chosen a wise investment. Bagley is an up and coming community in the City of Detroit. Which was selected by the State of Michigan’s Opportunity Zone. I believe this home is located by the University of Detroit Jesuit High School.
I would not wait too long before beginning renovations. The market is always unpredictable. But you should see a great return regardless.
I would focus on the exterior landscaping and front entry. Nothing sells a home faster than curb appeal.
