in the new jersey market is it necessary for me to get an appraisial after the rehab is finished. When purchasing do i need an inspection or post rehab. Will the buyer have an inspection so i will not be needing one?

I am living in the toms river area of ocean county NJ I would like to gain some knowledge in dealing with tax liens. Does anyone have any experience in the field and willing to share some.
