Post: cutting a vent hole in asbestos siding

Hello,

I found out that there was a mold in my 2 floor apt because there was no ventilation in the bathroom. I have taken care of the mold by calling a company and they have taken off the sheet rock from the ceiling. Now, I have called an electrician to install an exhaust fan in the bathroom. The problem is we have a asbestos siding and the electrician told me that he has to make a small hole for the vent pipe. I heard that you have to be very careful when dealing with asbestos. My main question is do i need to get any permit from my city or do i simply tell my electrician about asbestos siding and they take care of it? Please let me know
