We use Badger meters and merge the data into Rent Manager and create billing out of Rent Manager.

Make sure tear-down and setup are part of the bid. I would look to the local mobile home dealer for a recommendation of a quality mover

If a very similar home sold in your neighborhood; however it had a 2 car garage and your home had no garage, you would have to adjust the sales price of the comparable down to reflect the fact that it had a garage. Likewise you would have to adjust the sales price upward if your home was superior in it's ammenities

Yes, I believe most older parks are set up to have the owner pay the water bills, it is fairly expensive to retro and meter each home and the monthly cost to read meters and bill the tenant. May be more cost effective to add the water expense to the rent.
