Post: Prop 58 _Claim for Reassessment Exclusion

My parents have recently left their home to my sister and I. (still alive and well :) However the paperwork for the Claim for reassessment exclusion for transfer from parent to child was never submitted. I am just finding this out now because we are receiving a new tax bill which has done an assessment on the property and raised the taxes! This is CA Prop 58 if anyone is familiar or can point me in the right direction would be greatly appreciated.
Is it too late to submit the form now? Can anything be done to correct this?
Thank you!

We just sold our primary home and we're real estate agents , so its difficult to get pre-approved due to us not having consistent income. Our Credit score is above 650, We're looking to BRRRR and We have the typical 25 to 30% to put down on a property that is max $400k, but its tough finding a lender, Any suggestion would be greatly appreciated?
Post: Refi or HELOC an option or should we sell and start over new

My husband and I are at a cross roads on what to do with our property in Ca. It is a 3/2 SF with a pool in the San Fernando Valley. We are trying to find a way to keep that property and rent it out and refi it to buy another with the BRRR method. We rented the property out the previous year for $400 more than our mortgage.
However, we want to continue to rent out this property and be able to refi it. We are both in real estate and can not show consistent income.
Should we sell this property in San Fernando Valley to jumpstart our investments elsewhere - like Sacramento or is it possible to hold on to this and refi and be able to cash out to buy second property.
Our house was purchased at 404k, estimated value now is around $570k. Our credit scores are between 620 and 660.
Any advice would be greatly appreciated. Thank you in advance
