Jim, 

As the engineer, have you designed/coordinated the structure for 40-80 hours, or you have designed the entire envelope, floor plan, elevations, roof plan and structure within the 40-80 hours?

have you looked into zoning ordinances?  Off street parking requirements? Fire wall separation? separate utility metering?

Did you get your quote from a licensed architect?  Their prices fit their value.  25k for the inspiration picture house you show is either dead on or low.  Have you researched (unlicensed) "designers?"  They can legally produce house designs for permitting.  You can save upfront money with these plans, but you will not get the return that you would from a licensed architect's custom home design. 

As an architect, its tough to sell your value.  The architect's value doesn't show up until the building is built and perhaps appraised or even later when the current owner goes to sell.  When they find that the quality of the building is high and desirable to buyers, the architect's value has been in hiding the whole time and finally shows up!  And boom, you suddenly have over 100k more of equity than the contractor spec house next door.  

What exactly do you mean without engineering or blue prints?  I understand that the quote didn't include engineering (which may not be needed) but not including blue prints?  What does that mean?  Just printing hardcopies?  You can do that at a local print shop yourself if you'd like.
