New tenant is asking for updates - recessed lighting in all three bedrooms. They already signed their lease and we’ve already took the max on security deposit (in CA). This isn’t a cost we feel we would need to pay for if we do it for them since it’s their request. Can we tell them yes, but the cost will be at their expense and will be taken from their security deposit? Please help!

We have a strict no pet policy and current potential tenant stated during our pre-screening that they do not have pets. However, at the property showing the husband - who works for Homeland Security- has a K-9. He did not state that the canine lives with them, but we also did not ask for clarification. Is a government canine considered a pet? I tried researching what qualifies as a service dog and saw no mention of government canines.
