Thank you so much everyone. I appreciate you easing my mind and taking the time to share your expertise. I passed on the tenant and am moving on (: 

To add more detail: I verified with their current landlord that they have been living together since 2014. She did list her partner as fiancé on the application (I mistakenly wrote boyfriend in this thread). He is the father of both the kids (2 months and 9 years old). 

Income wise he makes $75k per year and she makes $59k, so their combined income (without the voucher) more than covers the monthly rent of $3400. 

I wrote back to her explaining that I needed him on the lease and she asked if I could write him a separate lease than hers so she could use the voucher bc she wouldn’t be able to with him on the lease. That’s where I’m running into the potential unethical part and wanted to see what more experienced landlords had to say.

Hello, This is my first time renting my condo and I have a family (woman and her 2 children and her boyfriend) wanting to move into my condo. The mom has the MRVP voucher for her and her kids, but does not want to add her partner (who makes the majority of their income) to the lease. 
I ran a credit/background check (which are clean, she has a 630 credit score and he has a 560), they have stunning references from work and employers. 

I believe she does not want to add him to the lease because this will impact her ability to receive the voucher. I do not feel comfortable moving forward with the applicant without the partner on the lease as well. 

Please advise, I want to make sure I'm not discriminating and doing this above board.
