For the next lease I will add special notes to speak of fees for people who are not on the lease and an extra deposit. Considering she is in violation of her lease and there is a great possibility that this could happen again with her, can I enter into a new/different lease with her, if this issue gets resolved but to include the above mentioned.

Today I'm going to mail by certified mail a Lease violation notice, I do want this issue resolved like yesterday even if I loose the tenant because it's not worth the wear and tear on the property, the permit says 5 people, not to mention the background of the extra people.

Basically she is in breach of the contract agreement.

My tenant has at least 4 extra people in the property that are not on the lease, that totals 9, she just signed her lease this month.
