From what I read the PR (Personal Representative) would need Letters of Administration to have legal capacity to sell you the property..

Without the court mandated form the proposed PR would be committing  fraud...but I could be wrong..

If the property is in Bakersfield then you file Petition for Probate in Kern county..

The county where the property is located. The same if the decedent has other properties located in various counties in CA (Butte, Yolo, San Diego, Inyo., etc.,)
