this is a challenging question because there are so many different variables. 

the important question is what is the investors goals? once that is defined than you can decide which one is more suited for the investors goals.

you could do a 1031 exchange

There are as many reasons to invest out of state as there are reasons to not invest out of state. There are people who are successful in out of state investing and some that fail miserably. 

Success depends on the team you build and your knowledge you have that makes your deal work or fail.

There is no right or wrong way to do real estate; there is a easier way and then there's the learning way. 

The most efficient way to generate cash flow is through multifamily properties. Work backwards identify how much cash flow you need and then calculate how many units you need to acquire to get that amount of cash flow.
