I would agree, you need to find someone else who can get the furnace in sooner. Providing extra heat is helpful.

In Washington State we have 48 hours to address the situation.  I would also suggest that you have them contact their rental insurance policy, as sometime when a unit is not "livable" their renter's insurance will provide an option.

That is a great question! In our state (Washington), you can NOT charge for wear and tear and if you are going to hold out any funds from the security deposit you must have a copy of the move in condition report.  For example if you have a move in condition report and there is no damage to the walls, but when you do your move out someone has punched holes in the walls then you could charge them to repair the hole.
