Where I live the market is really slow right now. I saw many new houses dropped from 500 to 400k and still no buyers. This house we are interesting in, it was dropped down to 699 back in Jan but they raised it back to 730 now.

There is this brand new home has been on the market for over 18 months. Pricing at 730k, my agent suggested us to offer 715k. We are thinking to make an offer 20% below the asking price. 


I wonder if my offer is too offended or insulted to the seller. Please advice :)
