I have a rental SFH in Raytown, MO that requires a rental permit. Part of the permit process is requesting a local agent or contact's driver's license. I have managed the property remotely for years. I have a list of the appropriate people/systems to service the property, so hiring a property management company does not make sense financially.
My question is, has anyone else run into this issue? Is the City of Raytown forcing out-of-state investors to have a local property management company? Is there a way around it?

To Property managers out there,
One of our tenants cut the wire while mowing the lawn and had no AC because of that. In that case, the maintenance cost to replace the wire should be the tenant's responsibility, correct?
I appreciate any advice greatly.
