Does anyone know a California title company that has worked with delayed lending? I've been calling many escrow officers and it seems like they have no clue how this works. I need to close on a house asap and would love any pointers here!

I called about 10 so far and the best I got is ~5% on a cash out refi assuming high credit score and looking for <200K loan. Do you have a recommendation?

My home has appreciated since I’ve bought it. My property taxes are still being paid at a lower rate than what my house is worth.
If I get a Heloc at market value, the loan will peg my house at a higher value which is great to allow me to borrow more. But does this mean next year, my house will get assessed to the Heloc apprised value and raise my property taxes?
