Hey, Total Newb question but is it possible, when buying an occupied apartment building, to demand a history of tenant rent payment?

Furthermore, if there is a trouble tenant can you put an offer in contingent on seller initiated eviction of said tenant?

I should do a better job of explaining. The property is listed at 127.5k "move in ready."It's been on the market for 6 months with no renters. There's been an offer at 90k that was withdrawn (that could also mean turned down). Property is not really move in ready, missing appliances, carpet has been torn up and floor painted grey with carpet tacks painted over (this has been touted as an improvement, it's not). House has been under the same ownership for 25 years and state of roof is "unknown" in the disclosure. We've had a look at it and it will obviously need to be replaced in the next three years. Dated Windows etc  thinking of offering 80k Seem too low?

I mean personally I've never gotten angry when someone's offered me a lowball. It just says, "hey here is what I can afford and the risk we are willing to take on this property. Take it or leave it. No harm no foul. "

My wife and I are looking to buy a multi unit property with an FHA. We are concerned with living among our tenants and them having unfettered access to our front door. Is it unheard of to use a property management company to provide anonymity? Looking to hear from other investors who have experience with the same situation.
