I have a background in energy engineering and significant water savings can only be achieved for buildings with 20+ floors. In the case of 13 units, I would estimate that you can save from 1% up to 3% on yearly savings only. Water Savings is minimal compared to changing your conventional fluorescent lamps to LED which can give as high as 60% savings annually regardless of the size of the building/house.
