Wow that is a lot of information to unpack. Personally, if renting out is beginning to be expensive/headache and you are worried about the flooding, I think you are better off cutting the property off and look for a new project. I don't see why you would go through the headaches of running it when you are better off having a property that will bring in proper cashflow and wont be a sore for you.

Some of my out of state investors have been pretty happy with buying up Philadelphia. I have local contractors and property management teams that I put in contact with my investors and it keeps oos investing really smooth for them. I would suggest working maybe with a REA to get contacts like I did for my investors and that can help make it a much better process for you.

I feel like philadelphia is an undervalued market for bigger unit properties. I know when I get a 10-15 unit property in my inventory, it sells within the next day. I would definitely give Philadelphia a look especially near the Temple University area as students come back to in class learning, you will find a good amount of clients for your property.

Like others were saying above, it really depends on what level of rehab you are trying to do, the condition of the property and what location it's in. If you are just trying to put lipstick on a pig, you aren't looking at too much but if it is a full gut rehab it can range from $80-120k.
