The people telling you how this is going to play out have managed thousands and thousand of units/tenants and are telling you how managing ghetto properties works in the real world.

If you have every played monopoly you understand what is happening in the US: towards the end of the game most assets are owned by one player and everyone else pays.

Using my excel spreadsheet I've been able to play around with the numbers and figure out what I'm willing to pay, but the difference is so vast I don't know what's considered a fair initial offer or what's considered an insulting low ball. 

How much of a premium (If any) would you put on an investment that is plug and play vs. starting from scratch?

It’s definitely more of a buy and hold play since you’re trading some of the early sweat equity for less headache upfront.
