Unfortunately, I've had to have this discussion several times today...If you're a believer that voting for a candidate who has no chance of winning is "throwing your vote away," then you can easily argue that voting for Romney in California is throwing your vote away (he has 0% chance of winning there) or voting for Obama in West Virginia is throwing your vote away (he has 0% chance of winning there).

The pinpointing is going to be largely dependent on your bury grade, the south and west could probably look for a wet spot, here in the North, frost line for burying the pipe is about 4 feet deep.Under sidewalks and even roads, they can use what they call a torpedo.

This middle part of the country Ohio river valley and Virginias and Caralinas still get cold weather and you see so many of the older building with nothing for insulation. im not sure about buildings West of the Mississippi because im not very active out that way.
