Now I'm wondering if that is right.Not sure it matters, but another part of this is I am unable to access the "cash value" funds the insurance paid me because my bank (who has mortgages on the properties) has them "locked/froze" until the work is completed or as the work is completed).

The only issues you will encounter is when large banks (or some auction services) require "cash buyers only".

@Daniel Mills - if you do not have PR, the only bank I’ve found that will loan to me (apart from Suruga) is Prestia.
