CofO Warren will make you do 5 inspections: Zoning, Building, Mechanical, Plumbing & Electrical.Rental License is just one inspection that is mostly Health & Safety related issues.If you're up to $20k, then highly likely CofO inspections or you're doing a lot of cosmetic work.If property south of I-696 it's Class B or C - so be CAREFUL of NOT doing Class A improvements!
