@Adam Beasley I think you have two goals for this property that are not compatible - 1.

Property not occupied and the basement has some water, but think it can be resolved with a sump pump which is factored into the rehab costs, and having a foundation company evaluate prior to close if the offer is accepted. 

If she offers additional information that resolves the issue, then you can consider whether you want to try again.

I'm dealing with a Landlord right now who's trying to bully me and you have to have the stamina and resolve to hold your ground and know your rights. 

I would like suggest similar problems that has been resolved. maybe a podcast with different speakers. we do hear about mistakes.

As apparently only Zack-bot’s manager can resolve issues, I’ve asked for that person’s contact info...dead silence.

Almost no complaints from renter and was able to resolve any issue right on the spot.
