Got a fur sink.

Skin oil, dirty feet, urine, vomit, fur, fleas, pet danger, etc. all hide in carpets and even the big steam cleaner machines never get ALL of it out. 

If the animal is disturbing neighbours, the tenant might prevent the animal from being outside and limit its exposure to neighbours, if the animal is upsetting a fellow tenant's allergies due to fur contaminating the communal laundry machine, the pet owner can do their laundry elsewhere.

Concerning the cleaning: When we moved in, we found the house somewhat clean, but we still found trash in the basement and a lot of dog fur and debris in the air vents which we had to clean.

I would imagine it would be a conflict of interest for a code enforcement officer to work with an investor, but maybe I am misunderstanding your question.Either way you know how dogs get that ridge of fur standing up their spine when they are upset and afraid?
