Consult an appraiser in your area and ask what features appraise the highest. 

Some property management systems like AppFolio or Buildium even have this feature built in.

You can take applications, screen, take maintenance requests & market/advertise on there.You can also utilize marketing/advertising on Facebook Marketplace, Zillow (which they also have a ton of the same features as Apts.com), etc.

I know what we pay locally is no where near what someone in CA would pay so my numbers would bear no relevance to an LA investor.

Using full featured property management software provides online marketing, applications, tenant screening, eleasing, rent collection, accounting, maintenance queue monitoring, turnover inspections.

I do not think you can allow access to some features only. 

Initially I did some Facebook marketplace also but it was time consuming, I struggled with their search feature and usually found the drive time cost prohibitive although I did get a set of 4 fantastic Crate and Barrell aluminum barstools for $100.  

Might be worth you looking into if you want access to something that's affordable ($5/month per unit), has lots of features that I've really liked, and more - especially if you’re unhappy with some of the tools or processes you’re using today with managing your property.
