Some states will actually require the Landlord to treat bedbugs-- In order to prevent a large infestation, we do treat for bedbugs regardless of the situation and if we are notified promptly we will pay in full for tenants with no-fault but we do bill the tenant 1/2 to the full amount if the tenant was at fault (with a partial charge depending on the circumstances).

I mean, an infestation of unwanted house guests is bad enough, but when those bugs also penetrate the innermost sanctum of one's castle, come out at night to do their dirty work, and suck their host's blood for a living, that's just double or triple the creepy factor.
